Harbor Horizon Partners is led by two managing partners whose complementary backgrounds in educational leadership, organizational strategy, innovation, and operations enable us to support organizations through complex challenges with both strategic vision and practical execution.
David Calvo, Ed.D.
Managing Partner
For more than three decades, David has helped educational organizations strengthen leadership, improve systems, and achieve better outcomes for students and communities. His experience spans service as a teacher, principal, superintendent-equivalent leader, nonprofit executive, statewide technical assistance provider, university instructor, and educational consultant.
David has partnered with school districts, county offices of education, charter organizations, institutions of higher education, nonprofit organizations, and government agencies to lead strategic planning, organizational improvement, governance, community engagement, multilingual education initiatives, and large-scale implementation efforts. He is particularly recognized for helping organizations translate complex challenges into practical strategies that build long-term capacity.
Throughout his career, David has directed statewide initiatives supporting over one hundred local educational agencies, managed multi-million-dollar grants and cross-sector partnerships, and advised executive leaders on organizational effectiveness, policy implementation, and continuous improvement. His work reflects a commitment to thoughtful leadership, meaningful collaboration, and educational excellence.
David earned his Doctor of Education in Global Executive from the University of Southern California, where his research focused on strengthening school connectedness for multilingual learners.
Juliano Calvo
Managing Partner
Juliano brings a multidisciplinary background spanning education, entrepreneurship, workforce development, and artificial intelligence. His career has focused on helping educational institutions and organizations strengthen instructional practice, develop innovative programs, and prepare learners for success in a rapidly evolving economy.
An educator, business leader, and technology innovator, Juliano has led initiatives in career technical education, multilingual learner success, AI integration, and entrepreneurial education. He has collaborated with school districts, higher education institutions, nonprofit organizations, and industry partners to design practical solutions that improve learning outcomes, expand workforce readiness, and build organizational capacity.
In addition to his work as an educational leader, Juliano is the founder of IteraAI, an AI-powered platform designed to support educators through standards-aligned instructional planning and personalized teaching resources. His work reflects a commitment to making emerging technologies accessible, practical, and human-centered.
Juliano has served on statewide educational initiatives, presented at regional and national conferences, and contributes to advancing equitable, innovative practices that empower educators, students, and organizations alike. His approach combines strategic thinking, operational leadership, and a deep understanding of how technology can strengthen people, systems, and coming soon.
